SUBSTANCE: invention relates to video encoding/decoding. An image processing device is disclosed. Device has drive module, step-up conversion, model replacement, dequantisation module. Device comprises replacement module, made with possibility of replacement by substitute coefficient, coefficient, which is located at beginning of fascia to conversion of quantisation matrix, specified by module of step-up conversion. Device comprises de-quantiser configured to dequantisation quantised data obtained by decoding of encoded data using fascia to inverse quantisation matrix, in which coefficient, located at beginning, is replaced with replacement module of said substitute coefficient.
EFFECT: reduced code volume required for processing image data, due to transmit replacement coefficient, instead of coefficient, which is located at beginning of quantisation matrix.
