SUBSTANCE: invention relates to the field of monitoring and controlling distributed systems, in particular to methods of monitoring and controlling a communication system. Technical result is achieved by performing safety functions; due to combined processing of data of two or more monitoring means, monitoring reliability indicators of monitoring means, monitoring the environment (conditions) of operation of the communication system, selecting optimum operating modes and location of mobile monitoring means relative to the monitored objects based on the state of the medium; use of multilevel tree structure of interrelation of monitoring facilities, presentation of monitoring data in matrix form and stage-by-stage data processing by means of monitoring of corresponding levels on the basis of binary logic, forecasting of consequences of safety incidents.

EFFECT: high objectivity and reliability of monitoring the state of the communication system; increased efficiency and efficiency of control without loss of control reliability; provision of close to real time mode of control of communication system safety.
