SUBSTANCE: invention relates to radio communication. Master base station configures the secondary dropping function at the lower level of the secondary base station based on the master discard function at the upper level of the master base station. Master base station redirects data packet from upper level to lower secondary base station. Secondary function of dropping the lower level in the secondary base station discards the received data packet after the expiration of the secondary timer triggered by the lower layer when receiving a data packet from the upper layer in the master base station.

EFFECT: high efficiency of dropping downlink data for a mobile station connected to both a master base station and a secondary base station.
