SUBSTANCE: invention relates to steam-turbine power plants, namely, to thermal power plants (TPP) with steam turbines and systems for environmental friendliness and recovery of their serviceability. Technical result is achieved by using hydrogen unit for hydrolysis of solid reagent-aluminum in reaction vessel, oxygen plant, electrochemical installation on fuel elements and electrolysis unit, besides, hydrogen unit for hydrolysis of solid reagent, oxygen, electrolysis and electrochemical installation on fuel elements with lines with valves are connected to input of steam-generating hydrogen-oxygen plant.

EFFECT: design of a heat steam-turbine power plant with a steam-generating hydrogen-oxygen plant, provision of economical operational maneuverability and temporary conditions for recovery of TPP operability.
