SUBSTANCE: disclosed is a high-selectivity hydrogenation catalyst for hydrogenating oxalate to ethylene glycol, containing an active component, an auxiliary substance and a carrier, wherein: active component contains copper or its oxide, auxiliary substance is metal selected from group consisting of Ni, B, Bi, Fe, Ce, Mo, Co, La, Y, Nd, V and W, their oxides and their combinations, and carrier is selected from a group consisting of silicon, aluminum, zirconium, titanium and oxides thereof; and catalyst has volume of pore spaces from 0.4 to 1.3 cm3/g and average pore diameter of 3 to 25 nm. Also disclosed is a method of producing the catalyst described above.
EFFECT: providing a catalyst having high selectivity and activity with respect to ethylene glycol.
