SUBSTANCE: invention relates to the computer equipment. Image processing apparatus comprises: a circuit configured to: decode encoded image data in order to generate quantum data of transformation coefficients; and inverse quantization of quantised transform coefficient data for image data using quantisation matrix of size 16 × 16, wherein quantisation matrix of size 16 × 16 is established by implementing the closest neighbouring process, including duplication of at least one of two elements adjacent to each other in a quantisation matrix of size 8 × 8.
EFFECT: technical result is high efficiency of processing image data, by generating a quantisation matrix of large size.
