SUBSTANCE: disclosed is an encoder for encoding a video content data stream in sub-part units of video content images, wherein an encoder is configured to encode each sub-part into one or more payload packets of a series of video data stream packets, wherein sequence of packets is divided into sequence of access units, each access unit is associated with packets of payload, related to corresponding image of video content, and placing in a sequence of packets of timing control packets, such that timing control packets subdivides at least one of access units into two or more decoding units, wherein each timing control packet is associated with corresponding one of two or more decoding units and signals decoder buffer extraction time for corresponding decoding unit, which payload packets follow the corresponding timing control packet in the sequence of packets, wherein the sequence of packets comprises Supplemental Enhancement Information (SEI) packets of a different type.

EFFECT: technical result is to ensure low through delay.
