Decoder extraction timing information, ROI information and image fragment identification information are transmitted in a video data stream at a layer which allows easy access by network entities such as a MANE or a decoder. In order to achieve such a level, information of this type is transmitted in a video data stream by means of packets placed in packets of access units of the video data stream. According to an embodiment, the placed packages have the type of a removable package, that is removal of these placed packets supports the ability of the decoder to completely recover the video content transmitted through the video data stream.

EFFECT: providing low end-to-end delay when encoding and decoding video content.
