FIELD: method of managing mobility.

SUBSTANCE: invention discloses a method for managing mobility, user equipment and a base station. Method of controlling mobility comprises steps of: informing, by a first base station, which belongs to first cell, user equipment (UE) in connected state in first cell enter state with low overhead, wherein the low overhead state is a state in which the connection context is stored in the UE and the UE mobility is based on the cell reselection criterion; by means of the first base station, connection context of UE in connected state is stored. First base station transmits the second paging message to the third base station when the downlink data for the UE reach the first base station, wherein the third base station and the first base station belong to the same paging area.

EFFECT: technical result consists in simplification of service transfer process and saving of communication resource of network device.
