SUBSTANCE: invention discloses a method for managing mobility, user equipment and a base station. Method of controlling mobility comprises steps of: informing, by the first base station, to which the first cell belongs, the user equipment (UE) in the connected state in the first cell to enter the low service load state, wherein the low overhead state is a state in which the connection context is stored in the UE and the UE mobility is based on the cell reselection criterion; by means of the first base station, connection context of UE in connected state is stored. Sending, by a first base station, a second paging message to a third base station when downlink data for the UE reach the first base station, wherein the third base station and the first base station belong to the same paging area.
EFFECT: simplified process of service transfer and saving of communication resource of a network device.
