SUBSTANCE: device comprises a test voltage source, a reference resistor, a charging switch, a test object, a discharge switch, a discharge resistor, a two-channel digital meter with a storage device, an information display device, a clock pulse generator, a control unit with outputs "Charge", "Discharge", "Start" and "Zero setting", two scaling converters, digital meter control elements, opening block-contact and closing block-contact of the charging switch, closing contact unit of the discharge switch, a differentiating element, two peak detectors, a zero comparator, a light indicator, a time counter, two voltage multiplying units, two digital indicators and a voltage division unit.

EFFECT: high objectivity of judgment on the quality of electrical insulation and its humidification.
