SUBSTANCE: invention relates to formation of electronic medical cards. Device for generating medical records and reports, comprising a storage medium storing a clinical protocol model containing templates of descriptive clinical annotations, associated with transitions between nodes in a clinical protocol process model, and a process control tool configured to execute on a computing device and having: a workflow handler for executing a patient's path according to a clinical protocol process model by passing clinical protocol process model nodes in accordance with patient-specific information, stored in an electronic medical record (EMC), and a content generator for generating a descriptive report content by a clinical protocol for the patient by filling the template fields of the descriptive clinical annotations.
EFFECT: technical result consists in wider range of the same purpose tools.
