Panel device additionally comprises a panel microcontroller and in-series connected buffer memory and a panel message generating unit, the output of which is connected to one of inputs of the ITCN modems unit, and each device for monitoring human behavior includes connected to each other additional object microcontroller and object unit for generating messages, as well as in-series connected real-time video processing device and object movement path extrapolation unit, which output is connected to second input of object unit for generating messages, wherein the panel microcontroller is made with additional input/output, which are connected to the second output/input of the additional panel microcontroller, second output of additional panel microcontroller is connected to input of buffer memory, and its third output is connected to second input of panel unit for generating messages, and in device for monitoring behavior of people object, microcontroller is also made with additional input/output, and video recorder – with additional recording input, which is connected to third output of additional object microcontroller.

EFFECT: wider range of technical means used in carrying out a complex of measures aimed at reducing the risk of epidemic emergencies and preserving people's health.
