SUBSTANCE: invention relates to creation of vision systems for sea and river vessels, as well as to small crew and unmanned navigation. Optoelectronic system (OPS) is characterized by the on-board system of stationary video cameras with fixed focal distance in marine design, on-board rotary optoelectronic system on a gyro stabilized platform containing a video camera, a thermal imager with zoom switches and a laser range finder, on-board video servers intended for preliminary processing and stapling video from stationary video cameras, controlling said rotary optoelectronic system, detection and recognition of objects and obtaining data on their movement. OPS is equipped with on-board monoblock, on-board video recorder, on-board router.

EFFECT: higher efficiency of detection and recognition of objects for analysis of external navigation environment from board of ship with information of crew or operator of remote control on detected navigation hazards.
