FIELD: communication system.

SUBSTANCE: invention relates to telecommunication- and communication systems and can be used for real-time control and communication by emergency services, Emergency Situations Ministry, other ministries and establishments. Mobile communication and control complex comprises a mobile communication unit (MCU) mounted in an automobile, which includes a satellite communication user station with an antenna system, a mobile radio communication station with an antenna, automatic channel switch, an automated workstation (AWS) of an operator, consisting of a portable computer, keyboard, liquid crystal monitor, a multifunctional device which performs functions of a printer and a fax machine, a navigation station with a built-in antenna and portable stations of mobile radio communication. System further includes a ground-based satellite communication station with an antenna system, an automatic telephone station (ATS), communication channels of a fixed public communication network (PCU), an unmanned aerial vehicle (UAV) accommodating a VHF radio station with an antenna which acts as a communication repeater, and a video recorder; n stationary stations for monitoring the passage of cargo columns (cargo), each of which includes a stationary VHF radio station with an antenna, an service employee automation workstation portable computer (AWS SE), navigation equipment with built-in antenna and portable radio stations of officials; central control point of transportation columns (cargoes), which includes AWS SE of central control station, consisting of portable computer, keyboard, a liquid crystal (LC) monitor, a multifunctional device, navigation equipment with a built-in antenna and portable radio stations of officials, a local computer network switch (LCN) and a stationary VHF radio station with an antenna.

EFFECT: technical result of the proposed invention consists in improvement of control efficiency when accompanying transport columns, shorter time and higher reliability of delivering information to data collection points, achieved by enabling continuous monitoring of passage of columns along the entire path, remote control of the process of organizing control and presentation of information delivery to higher authorities.
