SUBSTANCE: invention relates to wireless communication. First network access device initiates a terminal device and/or a second network access device for configuring a second protocol stack, wherein the second protocol stack is used to store the sequence of data packets of the second network access device and the terminal device and/or the data packet key of the second network access device and the terminal device; and before the first network access device starts the terminal device and/or the second network access device to use the second protocol stack to store the sequence of data packets of the terminal device, first network access device uses a first protocol stack to set a sequence of data packets of a first network access device and a terminal device to be processed.
EFFECT: technical result consists in reduction of transmission delay for terminal device during handover.
