SUBSTANCE: provided are a display substrate, a display device comprising a display substrate, and a method for manufacturing a display substrate. The display substrate contains a display area (DA) and a peripheral area (PA). The display substrate in the peripheral region (PA) includes a flexible base substrate (100), a first insulating layer (300) on a flexible base substrate (100), a first signal lines layer (500) including a plurality of first signal lines (520), on the side of the first insulating layer (300) removed from the flexible base substrate (100), and the second insulating layer (400) on the side of the layer (500) of the first signal lines, removed from the flexible base substrate (100). The display substrate has a plurality of first through holes (510) passing through a corresponding one of the plurality of first signal lines (520) and exposing the first surface (310) of the first insulating layer (300), and the second insulating layer (400) extends through the plurality of first through holes (510) to be in direct contact with the first surface (310) of the first insulating layer (300).
