SUBSTANCE: invention relates to a device for a wireless communication system for servicing multiple instances of user equipment (UE). The service area of the transceiver includes one zone or many zones, and each zone displays a set of resources. The transceiver is configured to signal not all instances of user equipment assigned to a certain zone, so that they return a zone occupancy report for a certain zone to the transceiver. The zone occupancy report indicates the occupancy status of the resource set mapped to a certain zone.

EFFECT: technical result is prevention of UE resource conflicts, ability to plan operating modes and switch between them based on information about resource occupancy rates.
