SUBSTANCE: according to the claimed invention, the method is applicable to a terminal in an inactive state. The inactive state indicates that the terminal is disconnected from the network device, and both the network device and the terminal retain the context information of the terminal, and this context information is used to establish a connection between the terminal and the network device. This method provides for switching the terminal to the random cell search mode in order to search for an acceptable cell and/or a suitable cell, if no suitable cell was found for the localization of the terminal. In the embodiments of the present invention, it is if the terminal in the inactive state does not detect a cell suitable for its localization, it will search for an acceptable cell and/or a suitable cell by switching to the random cell search mode.
EFFECT: invention makes it possible to ensure adjustability and manageability of the user equipment (UE), as well as to ensure maximum use of the structure of the applied protocol in order to increase the frequency of its use.
