SUBSTANCE: stages are provided, at which: a terminal device transmits the first RRC message to a network device, wherein the first RRC message contains a request message for restoring RRC connection; the terminal device receives the second RRC message transmitted by the network device, wherein the second RRC message contains the first indication information, wherein the first indication information is used for indicating the target RRC state of the terminal device; and the terminal device enter the target RRC state based on the first indication information.
EFFECT: flexibility and efficiency of controlling the RRC state of UE from the network side are achieved.
