One or more administration terminals 5 are held by one or more moving bodies that move in one or more zones, and receive beacon signals to receive beacon identifiers, beacon presence information, and location information through the positioning system, administration terminals 5 work to output beacon information spontaneously or on request, administration server 7 determines the presence status of objects under surveillance in one or more zones based on beacon information received from one or more administration terminals.

EFFECT: providing the capability to administer the presence of multiple objects moving in one or more zones, without the need to install one or more receivers in advance.
