SUBSTANCE: group of inventions relates to the technique of wireless communication. The proposed method contains stages in which: configuration information is generated to indicate the resource used by the first terminal device in the inactive state for random access, wherein the inactive state means that the first terminal device is disconnected from the first network device, and the first network device stores the context information of the first terminal device; and the configuration information is sent to the first terminal device by sending the physical downlink control channel (hereinafter - PDCCH) signaling, wherein the PDCCH signaling is the signaling that is scrambled by the identification information, and the identification information contains the context information identifier.

EFFECT: technical result is reducing network access latency.
