SUBSTANCE: invention relates to the technical field of well completion. In particular, proposed is a sublevel filling tool for a horizontal borehole, consisting of a filling tool (100), multiple bypass sieve pipes (300), and a bypass packer (200) connected between any two adjacent bypass sieve pipes (300). The bypass sieve pipes (300) are therein tightly connected with the bypass packer (200), and the filling tool (100) is tightly connected with the uppermost bypass sieve pipe (300) and additionally comprises a filling servicing tool (400). The filling servicing tool (400) is therein located in the filling tool (100) and is equipped with a switching tool (410) for sealing the bypass packer (200), and said filling servicing tool (400) is configured to be removed from the filling tool (100). Also proposed are a sublevel water control tool including said sublevel filling tool for a horizontal borehole and a method for sublevel filling and sublevel water control.

EFFECT: expanded range of technical means of ensuring successful completion of the operation of filling formation sections in a horizontal borehole.
