The method includes: determining by a first access network device that a terminal needs to enter an RRC radio resource control idle state, where the first access network device is an access network serving device; sending the first access network device a first message to a second access network device, where the first message includes a terminal context; and sending the first access network device a second message to the terminal, where the second message is used to instruct the terminal to enter the RRC idle state.

EFFECT: invention reduces the time for the terminal to return from the RRC idle state to the RR connected state.
