SUBSTANCE: invention relates to a means for encoding images. The image is divided into multiple units of the coding tree. The coding tree unit is divided into a plurality of blocks, and the plurality of blocks are allowed to include a block whose horizontal length and vertical length are different from each other. The split value is compared according to the number of splits in the second split step with a threshold value to determine a block group that shares the quantization parameter. The split value is a value that increases as the number of splits in the second split stage increases. The group of blocks includes a plurality of blocks, the separation value of which is greater than or equal to the threshold value. Filtration is performed to remove blocking. When any of a plurality of blocks included in a block group includes a non-zero coefficient, data indicating a quantization parameter shared in the block group is coded in association with a block including a non-zero coefficient.
EFFECT: increases the efficiency of image coding.
