Provided that the terminal device determines the occurrence of the second event at the level of the second protocol based on the situation of the occurrence of the first event, the terminal device determines at least one of the following at the level of the second protocol: a random access sequence or a random access resource to ensure the transmission based on the situation of a signal message provided by the level of the first protocol about the second set of signals.

EFFECT: invention consists in the possibility of the wireless communication device to choose at least one of the following: the random access sequence or the random access resource by using the signal quality in the second set of signals in the case, when the communication line or signal in the first set of signals is too weak to ensure their availability.
