SUBSTANCE: invention relates to arbitrary access technology. A starting method of repeated establishment of connection of radio resource control (RRC) involves setting of an arbitrary access policy for a user, and additionally, it involves starting of a procedure for repeated establishment of RRC connection if the arbitrary access procedure initiated by terminal UE equipment in compliance with the specified arbitrary access policy failed; with that, the arbitrary access policy consists in initiation of arbitrary access at the specified UL CC uplink channel component carriers; besides, the specified UL CC component carriers contain the primary component carrier of uplink channel UL PCC and at least one secondary component carrier of the uplink channel UL SCC; and the failed arbitrary access procedure contains initiation of the arbitrary access procedure on the primary component carrier UL PCC if terminal equipment UE first initiates the arbitrary access procedure on secondary component carriers UL SCC and the arbitrary access procedure initiated at least on one of the secondary component carriers UL SCC failed.

EFFECT: technical result consists in improvement of efficiency of radio channel rehabilitation.
