SUBSTANCE: terminal device contains: a receiver made with the possibility of receiving a set of reference signals from a base station device in a cell; a measurement unit made with the possibility of measuring at least one value of reference signal received power (hereinafter – RSRP) of at least one of the set of reference signals; and a computing unit made with the possibility of averaging N of the greatest RSRP of at least one RSRP value measured to receive a reference RSRP value for a cell.

EFFECT: providing the possibility of effective communication of the terminal device with the base station, reduction in interference level between cells and/or between terminal devices.
