SUBSTANCE: invention relates to wireless communication. The communication method involves generating at the first level of the user’s equipment, which operates in the connected mode, a request to send a noninitial NAS message over the first connection, which operates in accordance with the first radio access technology (RAT). The method also includes determining at the second level of the user’s equipment whether access to the specified first connection is prohibited for the specified noninitial NAS message, and selecting from the specified first level of the specified user equipment a second connection that operates in accordance with the second RAT to deliver the specified noninitial NAS message in response to the prohibition of access to the specified first connection.

EFFECT: ensuring the choice of a connection for the delivery of a non-initial level message that is not associated with the provision of access (NAS).
