SUBSTANCE: invention relates to a sound processing device and a sound processing system for providing a more stable sound image localization. The sound processing device contains: a unit of determination of the location of a virtual loudspeaker for determining the location of the virtual loudspeaker based on the location of four loudspeakers located near the virtual loudspeaker; a unit of calculation of an amplification coefficient of the virtual loudspeaker for calculating the amplification coefficient of the virtual loudspeaker by means of performing three-dimensional vector-based amplitude panning (VBAP) based on a position interconnection between the virtual loudspeaker, two loudspeakers of the specified four loudspeakers and a position of the sound image localization; a unit of adjustment of the amplification coefficient for adjusting the amplification coefficient of sound to be output by at least two loudspeakers based on the amplification coefficient of the virtual loudspeaker, wherein the specified four loudspeakers are made with the possibility of sound output to a listener in accordance with an output of a scheme of the amplification coefficient adjustment.
