SUBSTANCE: to achieve the technical result, steps are provided for: receiving, by a first terminal, first instruction information from a first network access device to which the first terminal accesses, where the first instruction information is used to start the first terminal to connect to the second terminal; connecting the first terminal to the second terminal based on the first instruction information and performing the data transmission by the first terminal with the second network access device using the second terminal, where the second network access device is configured to transmit data between the first network access device and the first terminal.
EFFECT: achieving double connection for the first communication terminal when it cannot provide feedback or cannot accurately transmit information of measurements of base stations to the primary base station by means of feedback.
