FIELD: wireless communication.
SUBSTANCE: first base station receives first message; first base station, based on the first message, determines whether to allocate a new RNA (radio access network-based notification area) to a terminal in an inactive state; and the first base station allocates a new RNA to the terminal in an inactive state after making a decision in order to reduce signaling overhead.
EFFECT: technical result consists in reduction of signaling overhead when switching a terminal in an inactive state to a new base station.
