FIELD: computer equipment for processing audio data.
SUBSTANCE: technical result is achieved by encoding a plurality of spectral values in order to obtain encoded information representing spectral values; obtaining gain information which determines the quantization steps for quantizing the spectral values, and which determines the need for bits for encoding the quantized spectral values; encoding the most significant bits using the corresponding symbol codes (sym) for the plurality of spectral values (Xq[0] ... Xq[lastnz-1]) using arithmetic coding, and encoding least significant bits for one or more spectral values, encoding least significant bits associated with spectral values, depending on the available bit budget, so that least significant bits associated with spectral values are encoded, while least significant bits are not encoded for other spectral values, for which the most significant bits are encoded and which contain more bits than one or more most significant bits.
EFFECT: ensures minimum distortion of audio data with simultaneous creation of the number of bits below the bit budget.
