SUBSTANCE: group of inventions relates to the processing of materials by cutting and can be used for grinding with an easy-to-manufacture and flexible-to-use grinding tool with vibration and noise damping properties. The grinding tool (1) has a base body (2) containing at least one fibrous layer (F₁, F₂, F₃, F₄) immersed in the binder (B). An abrasive layer (3) is formed on the base body (2). The said at least one fibrous layer (F₁, F₂, F₃, F₄) is made with the possibility of partial displacement in the binder (B) from the condition of ensuring relative displacement within the said at least one fibrous layer (F₁, F₂, F₃, F₄) during grinding. As a result, in the base body (2) and in at least one fiber layer (F₁, F₂, F₃, F₄), due to partial relative displacement, a high degree of vibration and noise damping is provided.

EFFECT: simplicity of manufacturing is ensured, productivity and durability of the tool are increased.
