SUBSTANCE: invention relates to the field of construction, in particular, to seismic isolation devices of buildings and structures and can be used in zero-cycle structures for designing and erecting a supporting frame of multi-storey civil buildings in areas of high seismicity. A kinematic pipe-concrete seismic isolating support on a monolithic reinforced concrete foundation consists of a column in a pipe-concrete version and hinge assemblies that form a single whole with vibration dampers, made of steel sheets of rolled steel, located in the lower and upper parts of the column, and the dampers are simultaneously energy absorbers and limiters of horizontal and vertical movements, as well as an embedded part of the foundation with a layer of gravy between them. The vibration damper is provided with an intermediate washer made of soft metal, and the said foundation embedded part is provided with an annular gasket made of an elastic material, fixed in the space between it and the displacement limiter.
