SUBSTANCE: invention relates, in general, to finished insulated construction panels with at least one cured cement layer, which can be assembled to form walls, floors and roofs of buildings, and in particular to the specified panels having channels for liquid output and a pair of cured cement layers fixed to opposite surfaces of insulation material. A finished insulated construction panel contains a sheet of rigid heat insulation material, an inner structural layer fixed to one surface of insulation material, and an outer layer of cured composite cement material fixed to the opposite second surface of rigid insulation material, having a thickness that makes it possible to maintain the cured composite cement layer on insulation material by the action of adhesion to it. The panel also contains channels in a contact zone between the composite cement outer layer and insulation material, formed by grooves on the second surface of insulation material, passing to the periphery of the panel. These channels provide the panel with pressure equalization and moisture drainage capabilities. In addition, the inner structural layer contains a layer of cured composite cement material bonded to insulation material, which has a relatively thickened edge part along the periphery of the panel to strengthen the panel.
