SUBSTANCE: invention relates to the field of navigation, namely to methods and systems for generating a preliminary laying line using artificial intelligence systems, and can be used to improve navigation safety in the E-navigation concept. The construction of the route of the vessel's movement occurs iteratively and step by step, while due to the logical transformations occurring in the cells of the matrices, the navigation parameters, including the navigation parameters of the ships in the navigation area, are taken into account as the value of the function of membership of a particular cell in the dangerous cluster. To implement the algorithm, a system is used that consists of a clustering unit, a preliminary laying generation unit, a control unit and a video information encoding device using motion vector prediction based on the history received from the AIS (AIS) and the Marine Traffic system.
EFFECT: increased navigation safety; at the same time, the navigator receives a map that clearly shows dangerous areas.
