SUBSTANCE: group of inventions relates to the cosmetic treatment of keratin-containing materials. The cosmetic composition, which has antimicrobial activity, contains an aqueous phase and an oil phase, which are visually separate and located one on top of the other and which are separated by a single interface at rest, 1,3-propanediol, a ketone compound representing 4-(3-ethoxy-4-hydroxyphenyl)butane-2-on, an electrolyte selected from sodium and potassium salts and their mixtures; the ketone compound is present in an amount of 0.5, wt. %, relative to the total weight of the composition; 1,3-propanediol is present in an amount of 5, wt. %, relative to the total weight of the composition; where said composition is not an emulsion. The method for non-therapeutic cosmetic treatment of keratin-containing materials is also disclosed.
