SUBSTANCE: invention relates to the field of flow control or congestion control for real-time traffic. In the method, fractality and correlation relationships are determined for all input subflows (microflows) as part of the total input flow; packets are transmitted that have received a primary failure of service due to busy servicing devices from the service scheduler for afterservice to the service scheduler in the subflow (microflow) with the least correlation with the subflow (microflow) to which the serviced packet belongs; pairwise aggregation of input subflows (microflows) is performed in the service scheduler according to the criterion of the lowest value of the correlation coefficient; all available performance is distributed across aggregated flows in proportion to their maximum hits; the scheme of pairwise aggregation of input subflows (microflows) and the distribution scheme of service devices in the service scheduler are changed in case of loss or appearance of a subflow (microflow), as well as when the correlation coefficient for any possible aggregation pair is changed by an amount greater than 0.1.
EFFECT: ensuring guaranteed service of a pulsating fractal real-time flow by completely eliminating service failures due to busy processing devices.
