SUBSTANCE: invention relates to means of controlling flow or controlling congestion of communication channels. Quasi-optimal version is determined by criterion of minimum probability of denial of service based on mathematical model of queuing network, which describes a set of serially arranged multi-channel QCS with failures in fractal input streams. Packets receiving a primary denial of service are forwarded to an after-service scheduler for processing in free servicing units allocated for another flow with the least Hurst exponent.

EFFECT: technical result consists in reducing the probability of denial of service and high throughput in transmitting fractal real-time telecommunication traffic in systems with failures.
