SUBSTANCE: splitting the blocks and signalling of splitting parameters in the bitstream. An override flag in the image area header indicates whether the block is to be divided according to the first information of partition characteristic. The override flag is included in the bitstream and the block is split accordingly.
EFFECT: provision of efficient encoding.
