FIELD: video encoding and decoding.
SUBSTANCE: video decoding device is proposed that includes a circuit configured to receive a syntax element from an encoded video bitstream included in a parameter set or a picture header and indicate a minimum luminance coding block size, checking if the minimum luminance coding block size is within a range of acceptable minimum luminance coding unit sizes having an upper limit less than the maximum allowable coding tree unit (CTU) size, and decoding the encoded picture with reference to the parameter set, or including a picture header in the encoded video based on the minimum luminance coding unit size. The upper limit of the range of allowed minimum luminance coding block sizes may be a predetermined maximum allowed minimum luminance coding block size.
EFFECT: increase of efficiency of video encoding.
