SUBSTANCE: invention relates to video encoding and decoding. Technical result is ensured by rejecting unnecessary layers in multilayer bit video streams. Each layer included in the output layer set (OLS) is either an output layer or is used as a direct or indirect reference layer of the output layer. This allows avoiding unnecessary information during encoding and increases encoding efficiency.
EFFECT: high efficiency of encoding and decoding video.
