FIELD: video encoding and decoding.

SUBSTANCE: video encoding and decoding based on frame slice/tile configuration. This result is achieved by parsing information by number relative to the number of slices whose heights are explicitly signaled in the current frame tile from the bitstream; parsing height information in regards to slice heights whose heights are explicitly signaled from the bit stream based on the number information; extracting the number of slices in the tile based on the number information and the height information; and decoding the current frame based on the slices in the tile, wherein the height information includes a number of parsing elements identical to the number information value, and based on the number information value of n, the height from the zero slice to the (n-1)th slices in a tile can be extracted based on parsing elements.

EFFECT: increase of video compression efficiency.
