SUBSTANCE: invention relates to traffic control systems in packet-switched communication networks for transport communication networks, where cryptographic protection of information and resource reservation are provided. Traffic balancing in a switching node of a transport communication network is characterized by the fact that initially, when traffic arrives at the switching node without overload, the values of traffic intensities of user connections by priorities, the values of the minimum residual stochastic service curves by priorities, and the values maximum allowable queue lengths for traffic by priority are calculated and recorded into the decision-maker memory. When a new user connection is detected, traffic is serviced on the main channel and balancing steps are implemented, at which, for each priority, the predicted queue length for traffic is calculated and compared with the maximum allowable queue length for traffic, and the current traffic is balanced between the main and backup communication channels in depending on whether the predicted queue length for traffic is above or below the maximum allowed.

EFFECT: reducing the probability of packet loss in the buffer queues of the switching node.
