FIELD: binding materials.
SUBSTANCE: used in the construction industry, in particular in the cement production. The binder is based on industrial waste, including Portland cement clinker and a sulfate component, and a mixture consisting of vanadium and expanded clay production waste is introduced as a sulfate component with a component ratio of 2:1, respectively, in an amount of 12.0-14 .0 wt.%.
