SUBSTANCE: invention relates to binding materials which can be used in the construction industry. Cement includes portland cement clinker and a sulphate component, wherein the sulphate component used is vanadium production wastes and scrap silicate bricks with particle size of 6,400 cm2/g at ratio of 1:1 weight parts, respectively, in amount of 8-10 wt.%, in addition, a plasticising additive superplasticiser Melflux 1641 is added to the mixture in excess of 100% – 0.16%.

EFFECT: increasing the quality indicators of cement.
