SUBSTANCE: group of inventions relates to a packaged nicotine-containing product for oral use and a method of its manufacture. A nicotine-containing product for oral use contains a filler material and a saliva-permeable pouch of packaging material in which the filler material is enclosed. The filler material contains particles with a sphericity of 0.7 to 1.0, in particular 0.8 to 1.0, and a diameter of 0.2 to 2.0 mm. Each of the particles contains the following: a central part with an outer surface, the said the central part comprising a material selected from the group consisting of cellulose, starch, polyhydric alcohol, sugar, and any combination thereof, the first coating comprises a salivary soluble binder and a nicotine source and is applied to at least a part of the outer surface of the central part, the said particles are provided in an amount ranging from 50 to 100% by weight, in particular from 50 to 90% by weight based on the total weight of the filler material. The strength of the connection of the bag is ensured due to the absence of dust and the release of the entire nicotine source of the first coating without destruction of nicotine-containing particles, thereby the nicotine source is used to the maximum extent without grinding or chewing.
