SUBSTANCE: group of inventions relates to an oral packeted nicotine product containing a wet filler and to a method for producing a wet filler for the oral packeted nicotine product. Oral packeted nicotine product contains a wet filler and a saliva-permeable bag made of a packaging material, comprising a wet filler. The wet filler contains: a dispersed non-tobacco material, a non-encapsulated non-dispersed flavouring agent, a source of nicotine, a pH regulator, and a monoglyceride. The wet filler has a moisture content in the range from 30 to 60 wt.% as calculated for the total weight of the wet filler. The oral packeted nicotine product does not contain tobacco material or contains a tobacco material in an amount from 0.1 to 10 wt.%, in particular, 0.1 to 5 wt.%, as calculated for the total weight of the wet filler.
