SUBSTANCE: invention relates to a method of producing a binder based on industrial wastes, which can be used in the cement and construction industries. Method of producing a binder based on industrial wastes comprises grinding portland cement clinker and industrial wastes. Wastes of vanadium production are used as industrial wastes, containing, wt.%: SiO2 3.22; Al2O3 0.41; CaO 36.93; MgO 5.03; V2O5 2.81; Mn2O3 17.39; SO3 33.02; losses during calcination 1.19, and ash-slag wastes ASW-1, containing, wt.%: Na2O 0.78; MgO 2.63; Al2O3 22.15; SiO2 52.39; K2O 1.94; CaO 3.59; TiO2 1.05; MnO 0.69; Fe2O3 7.73; P2O5 0.36; SO3 0.37; loss on ignition 6.32. Said vanadium production wastes are mixed with ash-and-slag wastes at a weight ratio of 2:1, 84–86 wt.% of portland cement clinker is added and the mixture is ground together in a centrifugal-planetary mill for 0.25 h to specific surface area of 6,400 cm2/g.
